The EIA 2021 National Conference program will feature three full days of technical sessions, roundtables, panels and networking. We will present our first ever EIA Industry Awards, include virtual social events and the best virtual exhbit hall experience in the industry! Our technical program will run from Monday, March 29 to Wednesday, March 31, and the EIA Virtual Exhibit Hall will be open Monday and Tuesday, March 29 and 30th. The technical program will include:

EIA 2021 Keynote Presenter: Gitanjali Rao


Gitanjali Rao was recognized as America's Top Young Scientist and received an EPA Presidential award for inventing her device "Tethys"—an early lead detection tool. Gitanjali is also the inventor of “Epione”—a device for early diagnosis of prescription opioid addiction using genetic engineering, and "Kindly"—an anti-cyberbullying service using AI and Natural Language processing.

She was honored as Forbes “30 Under 30 in Science” in 2019 and TIME’s “Top Young Innovator” and "Kid of the Year" for her innovations and STEM workshops she conducts globally, which has inspired over thirty-eight thousand students in the last two years across four continents. In her sessions, she shares her own process of innovation that can be used by students all over the world. She is an experienced TED speaker and often presents in global and corporate forums on innovation and the importance of STEM.

Gitanjali has her new book "Young Innovator's Guide to STEM", which was released on March 16th which guides students, educators, or teachers with a prescribed 5 step innovation process.

EIA Technical Breakout Sessions:

This presentation will provide an overview of how changes in the executive and legislative branches will impact the OSHA and MSHA regulatory agenda, and initiatives for OSHA reform, COVID standards, revision of the silica rule, recordkeeping and reporting, and more. The impact of emergency standards adopted by state plan states on enforcement under federal OSHA’s General Duty Clause will be addressed. Key recent case law decisions affecting issues including infectious disease prevention , workplace violence and heat stress, will also be discussed. The speaker has over 35 years experience working on Capitol Hill on EHS issues, and is an attorney and safety professional.

Considerations for Certifying Photometric PM 2.5 & PM 10 Monitors

Many countries have established particulate mass (PM2.5 and PM10) reference methods for measuring ambient aerosols in the outdoor environment. Continuous real-time photometric systems to measure ambient aerosols are available for use as indicative and near-reference systems to monitor fugitive emissions from facilities, remediation sites and construction activities. These indicative systems can be used in addition to or in lieu of reference method monitoring systems. These near-reference units are simple to use, configurable, designed for purpose, require less effort and support to setup and run, and cost much less than their reference method counterparts.  While they may not have a federal reference certification they do have localized certifications and can be very useful in monitoring many fence-line real-time applications. 

This presentation will outline fence-line and remediation outdoor fugitive monitoring and the advantages of deploying lower cost PM instruments.  These instruments can be effectively deployed for continuous, real-time, direct reading indicative instruments for source apportionment ambient aerosol measurements.

ASTM eLearning Opportunities

The demand for eLearning opportunities throughout various professions continues. This was especially evident throughout the recent C19 pandemic as travel, lodging, and training budget considerations were limited in many economies. ASTM International’s eLearning group offer diverse and abundant training courses that cover ASTM standards worldwide. ASTM D22 has committed to providing effective eLearning modules for the environmental and occupational health and safety community. State-of-the-industry educational platforms through ASTM’s Training and eLearning Department now feature ASTM’s D22.07 E2356-18 Standard Practice for Comprehensive Building Asbestos Surveys. The process of selecting items for presentation, the formulation of content, and production development is discussed for the recently completed offering. Feedback from investigators who will employ these tools as well as progression of concepts communicated by the D22.07 professionals who authored this informative course are detailed. In addition to the building survey module, a secondary suite of modules is now tracking through ASTM that include asbestos in settled dust analytical and engineering tools (ASTM 5755, D6480, and D7390) and an eye toward future modules centered around asbestos in soil (D7521), vermiculite minerals (WK70293 and WK52495), and natural occurrences of asbestos (NOA – WK65640) methods. ASTM reports international interest through its Global Outreach program for these educational tools.

The Robots Are Coming....But Where Are They?

Robotic automation is present in almost every known industry. The construction trades are not any different. In the early 1970’s, Japanese construction firms introduced prototypes into the industry. Why? To hedge the need for a shortage of skilled tradespeople. Fast forward to 2021. The lack of skilled trades is more significant than ever. So how much of this need is being performed by “Mr. Roboto?” Could your next abatement supervisor, be trained at a robotics lab versus a classroom? Not to worry, as a recent panel of senior global construction experts stated that less than 20% of those surveyed had ever seen robotics on a job site.
This entertaining yet informative seminar will explore the findings from a recent global literature review on the use, adoption issues, and research activities within the specialty construction trades, including the abatement industry.

Sampling Secrets from the Microbiologist

To complete a proper assessment for water damage, sewage damage, and mold, you nearly always need to complete some form of biologist sampling. If you aren’t sampling on most of your project and relying only on your eyes, nose, and experience – you are often missing smaller issues and occasionally missing significant issues. This presentation is given by a microbiologist and indoor air quality consultant who uses microscopes, ATP luminometers, and other sampling devices daily during his assessments. Learn secrets to better sampling and better data interpretation for the collection of surface and air samples for mold and bacteria, and the use of ATP luminometers.

Integration Project for Assessing Environmental Risk for Childhood Lead Using an Immunization Registry

The surveillance and case management of childhood lead positioning is typically managed as a reactionary process that relies on consistent timely reporting of test results after substantial exposure. While Medicaid requires children under six be tested, on average, 31.1% of these went untested each year between 2009 and 2019. There is also an unknown gap of children outside of Medicaid coverage that are never tested. The Georgia Department of Health initiated a project to advance preemptive action to address the gaps in testing by using a data model that alerts medical caregivers if a child should be tested based on housing age according to zip code.

As in most states, Georgia requires various vaccinations of children and maintains a registry system for recording these. The Georgia Immunization Registry (GRITS) system is used by all pediatricians in Georgia for this purpose. The Childhood Lead Poisoning Prevention Program (GCLPPP) partnered with the GRITS managers to add a lead testing module to the GRITS system to support caregivers reporting any lead testing results. Additionally, GCLPPP developed a zip code level predictive model that identifies the likelihood that a child in any Georgia zip code is at risk of lead exposure. This model is incorporated into the GRITS system to alert caregivers if testing is required or recommended.

This presentation will detail the development of the model and lessons learned during development and implementation of the GRITS-Lead module across the State. We will also present the preliminary data for its 14 months of use and the planned adjustments to the model and surveillance operations.

Expedited Soil and Groundwater Remediation Using In-situ and Ex-Situ Treatment

The presentation covers the assessment and remediation of a large petroleum product release from a gasoline station in Fargo, North Dakota.  The Site is within two blocks of the largest shopping center/mall in the State of North Dakota, and is along the busiest commercial street in the state. The presenters were on-Site for the underground storage tank (UST) removal, however the consultant for the proposed buyer of the Site of the Site, while performing preliminary geotechnical drilling, discovered significant petroleum impacts. The UST removal confirmed impacts. The proposed buyer also requested assessment to determine if the underground hoist reservoirs and used oil UST in a separate auto-service building had leaked. Eventually two (2) of the Site buildings were demolished, and four (4) of the five (5) underground hoists below the auto-service building had significant leaks.

Identification and Control of Mercury Containing Rubberized Floor Systems

Mercury Containing Rubberized Flooring Systems are often overlooked in the management of indoor air quality and building improvement projects. This presentation summarizes sampling to identify mercury in rubber flooring, exposure considerations, and aspects of the management and removal of the flooring system.

Further Understanding of the EPA Category I Non-Friable Material

The EPA has listed additional materials as category I non-friable beyond the original definition. This discussion will summarize all information provided by EPA regarding Category I Non-friable. I will then present materials that should be included as Category I Non-friable using the same criteria that was used by EPA and will provide historical manufacturing documentation to support the classification of the materials as Category I non-friable. We will then review what it means when EPA states that a material that is not currently defined as a category I non-friable material can be evaluated on a case-by-case basis. This will be opened up to discussion to get feed back from the audience.
